During the period of the 1930’s, Spain was considered a relatively backward country, especially after the Wall Street crash in 1929. 52% of Spain’s population was employed in agriculture and agricultural Spain was one of the areas where it was felt that a reform was needed. A surprise critic of the Non-Intervention policy was Winston Churchill, who believed that having a Nationalist government in power in Spain would risk Britain’s powerful status in the Mediterranean, and he felt it necessary to intervene, so to avoid the destruction of the Spanish government.
